If everything is in good working order, always start with nice rims 18" up to 20" in size. This changes and improves the look of your car more than anything else. Suspension should follow and often goes hand and hand with bigger wheels.

Default what's first

Depends on you but here's what I'd do.
First take care of the mechanicals. Ain't worth a darn if it's sittin in the garage.
Then a nice set of wheels. It's the biggest most noticable change you can make to a car.
Then I'd do the music. A car without good music is no fun to drive.
Then anything else in any order.
