No-hole front license mounting
I have a 95 SC300 and I just mounted my front license plate without making a hole. The trick is to wrap the center of a 5ft piece of saftey wire around each bolt head (a few turns) then pass the ends of the wire first, then the bolt, through the license plate hole. Then fish the wire through the front-grill and down through the plastic under-grill where you spilt the ends and wrap it to secure it. I bought a black rectangular license plate holder which works with this method nicely. The end result is quite nice and best of all no hole.

I don't know if i'd like wire wrapped around my bumper.
I prefer the L-bracket method myself.

The wire does not get wrapped around the bumper. Instead it gets passed through the grill then down through the plastic under-grill cover thing. You have to lay on the ground and fish the wire through the slots in that cover, give a few twists and cut off the ends. The plate and holder (if you use one) sit snug against the grill. One can add a little foam or rubber to the back of the plate just for insurance, but I didn't and don't really see a need to. The bottom cover has a good amount of give to it so you can push it in slightly before you wrap the wires and the tension on the wire really keeps the plate snug.
