Not sure of 95 models as I have worked mainly on 92-93 years. The EGR can be tested off the car if you have the Lexus factory manual. I replaced mine on my 1992 model because of another issue but it was not the EGR. Has the car had a complete recent tune up? Plugs,wires, TPS, filters. If you do find that the EGR needs replacement,. I have one for cheap. Let me know.
I would double check the Throttle Position Sensor. They are very very very picky on this car. Also the throttle body on this car is very prone with carbon buildup right behind the flapper. This can cause many issues such as what your describing. It is about a 1.5 hours job to clean the throttle body. The TPS takes about 5 minutes to adjust if you have the right tools.

Just had a major service, has a new TPS. I asked them to also clean the Throttle Body. No improvement. It is most noticable when the AC is on and the car is under light load (30-40 mph). According to the mechanic, there is a port that is a little too big in the EGR and is letting too much exhaust circulate back thru the intake. Said the fix is make a plate with a smaller hole and try that. This shop has two certified Lexus mechanics who say they saw this problem on other SC 400's. Anyone else have this problem?

I have a 95 sc400 and I had a hesitation problem at around 40 - 45 mph and at take off from a stand still. I changed the egr valve gasket. So far no more problems since I changed the gasket. I made a gasket out of engine paper gasket from auto zone part store. Lex- tec told me about the problem and how to repair it. If you give me your email add. I'll email you the instruction. Very easy fix.
