im going to try to use a belt sander and sand down the rear fender lip this week maybe.

From what you're telling us, that simply filling up the tank makes the rears rub means it's not off by much. There a black molding piece on the rear quarter panel, which is where your tire is probably rubbing. By simply removing this piece should take care of the problem. Then again, if your wheels are off by more, rolling the fenders will be necessary. Rolling fenders is not all that good though.
