1) Disconnect battery
2) Remove airbag fuse
3) Using a flathead screwdriver, pop off the two rectangular panels on each side of wheel
4) Unscrew the hex bolts on each side
5) Gently pull the airbag from the steering wheel until you can reach the plugs
6) Unplug connectors for airbag and cruise control, and set the airbag aside
7) Loosen the center hub bolt (but don't unscrew completely)
8) Pull/tug the steering wheel for a good workout until it hits the loosened center hub bolt
9) Finish unscrewing the center hub bolt, and pull the steering wheel completely off
10) Put the new steering wheel in, plug in all connectors, screw everything back in, reconnect fuse and battery.
11) Fasten seatbelt
12) Drive!

Why do I see someone not leaving the bolt on and hitting themselves in the face fullforce with a steering wheel?

Or you could rent a steering wheel puller.

tilt is not a function of the actual steering wheel. Tilt occurs in the entire housing in which the steering wheel sits, therefore, changing the wheel does not remove the tilt mechanism.
