actually i have a 97 pearl white 5spd (like my profile says) and it looks exactly like that (regarding the color of the sideskirts)... except lower.. and on rims...

I too have a 97 and it has exactly the same problem. Nothing to do with things being replaced from a different year - it is the paint discoloring from the 2 different surfaces.
She looks great JLSC. mines got the same symptoms, this seems to be a common with 97+ pearl white sc's. It just makes me wanna buy her a new coat all the more.
