Some questions about 1992 SC 400

Some questions about 1992 SC 400
Sorry for the vague title but I just bought a 1992 SC 400 and it has 100,000k+ miles and some problems. I was wondering if any of you have experienced these problems and know of any solutions.
1. The previous owner told me that the steering wheel doesn't move. He said that it used to automatically go up when the car turned off and then come back down when the car was turned on. But now it just stays up no matter what. It's not really a big deal, just kind of annoying and if I try to manually bring it down with the lever or whatever on the left it just makes weird noises and doesn't move.
2. The TCS system doesn't work.
3. The headlights are really dim and they look cloudy/foggy.
Note for 1 and 2: I took the car to a number of mechanics etc. in my area and none of them could figure it out. I'm going to take it to the dealership tomorrow but I just wanted to see first if these were common problems that I could easily fix.
Also, the stereo turns but there is no sound. I gave the amp to an audio guy and he said the amp was fine but there were probably some problems with the wiring. Hopefully that gets fixed.
And sorry for the long post, but just one last question. Does anyone know of any nice black rims? I don't want to pay too much but I just want clean black rims since they would look really nice with the black car.

Hey whats up man, out of all of those problems I haven't heard of them being that common except for the headlights. Also do you live in Louisiana or Las Angles. from your name I'm saying Louisiana. I live in Kenner,la. Welcome to the club anyway.

First of all welcome to Club Lexus and congrats on the car!
Second, a little time with the search button usually can answer most of your questions.
1.Tilt Steering Repair With Pic's -- 94 SC-400
2. Sorry, can't really help. Are you sure your car has traction control?
3. See link in above post. If you aren't willing to do all that work you could always try just try cleaning just the outside with some paint/plastic cleaner, scratch-x, etc. It's astonishing what a difference a few minutes can make.
4. The problem with your radio sounds like something similar to what happened to me. When I unplugged everything and then plugged it back in it worked again. I think it has to do with the mute for the factory cell phone or something, not sure.
You might want to also check out the threads on guage cluster needles going out, leaky power steering pumps and lower control arm bushings too. It's all been covered.
