Dude...your speedo is definitely off. By more than 10%. I don't care what radar gun you may or may not have used, the laws of physics don't lie, thats why they are laws. Observe:
Your stock tire, 1995 SC400: 225/55/16
Your new tire: 215/35/17

New tire is MUCH smaller than your old one, creating a higher reading in your speedometer than your true speed. When your speedo reads 100mph, you are actually travelling 89.1 mph.
Stock tire revs/mi = 783
new tire revs/mi = 880
(783 - 880)/880 = ~11% decrease in actual speed vs. speedometer reading = speedo reads ~11% too fast.
I, like someone else mentioned, am also curious how tires that THIN are holding up the SCs weight without completely ruining ride quality and being an extreme hazard...paper thin sidewall on rims that cant possibly be more than 7.5 inches wide on a boat, i would be scared lol

Honda Accord V-6 = 5x114.3
2002+ Civic Si/Hatchback ( i see those rims fitting on this car most vividly) = 5x114.3
97-01 Prelude = 5x114.3
CR-V = 5x114.3
Odyssey = 5x114.3
SC300/400 = 5x114.3
so not ALL hondas as you confidently said are 4 bolt patterns.

i have seen some pretty ugly rims get everyone's praise on here before
but it doesn't change the fact that these are nasty
but like someone said before, wait it out and think bout wut u really want and save, dont jump on something really fast bc u see a low price tag
