Default strange whining from my wheel well

It's been pretty cold where I live and I noticed a strange "whining" noise coming from my passenger side front tire when I turn hard left. I think it's weather related, but I don't know much about cars. I figure I'll wait until it warms up to see if the noise goes away, but I don't what to damage anything in the mean time. There are a few posts that make it sound like a power steering pump issue or maybe low fluid. Does anybody have an ideas?

check your power steering fluid. does it do it when you turn right?

so far only when I turn left, and it has to be a pretty hard turn. I didn't notice it at all today and it was a bit warmer. Noob question, but how do I check the power steering fluid level?

I have the same noise and was diagnosed at the dealership as...

"Rack n Pinon Leaks, Pump Noisy est $1735.00
