that antenna isn't retractable. it's more of an aftermarket add on as i've seen on some cars in asia. it's actually to help most people parallel park by showing them where the curb is so they don't climb up onto the curb or scratch their wheels.
They are retractable if they're a factory option (as would've been on this particular Soarer)... there's a switch under the dash to bring it up and down. Usually there's 2 (front and rear) but by the age that they're at now many of them have seemed to seize.
