They wont change the waterpump when they change the belt, see if you can pull the VIN at a local Lexus dealer and see if it was changed, but normally they dont at all.

Update: I went to the Lexus dealer to see the service record and it was very good according to the service manager (oil changes were every 3k at a Lexus Dealer and they even brought it to the dealer for detailing). The water pump was changed when they changed the timing belt at 45k miles. The service manager said if the thermostat didnt fix it, he'd suggest having a check done for a radiator clog.
I found out that Penske Auto Centers have FREE leak and radiator cap, etc. testing. I went there when they were dead so the service guys were all checking out my car. There were no leaks in the cooling system and the radiator cap was holding the rated pressure. One guy was puzzled about how my fan works and says he hasnt worked on any other cars or seen any other ones with this type of fluid fan. I asked them to check for cold spots on the radiator and they did. He said there were a few cold spots on the radiator, which usually indicates a clog in the radiator. They couldnt do anything there and recommended going to a radiator shop to have the radiator boiled out or getting an air compressor and to try to blow any clogs out. I highly recommend Penske, it was free to have the cars various components checked up and the people there seem to be helpful and nice.
To double check the fans, I took sheets of paper and cut the ends so it looks like a hula skirt. I taped it to the front bumper and when the car was on, the fan had enough sucking power to pull the papers almost horizontal.
Im going to bring the radiator to a radiator shop to see what they say, unless I can get a hold of an air compressor.
I also wanted to change the radiator cap just since it was kinda old (working, but the cap is only $5). I went to Discount Auto and they gave me the cap which was supposedly for my car (I checked the computer too while he was looking up the part#). The Discount Auto cap was too small and didnt even fit on the resovoir tank, so I returned it. Everytime I go to Discount they always dont have what I need or it doesnt work.
