I don't know much about fixing something like this, so how much would it cost to pay someone to remove the scratches? How do I know if it's just the clearcoat or clearcoat + paint? If I use buffing compound, won't that remove the clearcoat for that area?

I have 3 cats....
CAREFULLY wet sand with 2000 grit on a block, buff with a wool pad and then polish with a black foam pad. If you don't go through the clear, swell. If you do......you would have had to fix it anyways.

Kittens: CUTE. Adult cats: Devils minions. If i ever caught a cat in the action on my car scratching it up, i would KICK it as hard as i could.
My advice would be to get a picture of your neighbors cat on your car, leave the scratch as it is. Then show him you caught the culprit in action and demand your neighbor take responsibility for it.

Wow, that sucks, and I would be a little pissed as well.
However...
Cats are great pets imo. They are not little attention w'***** like dogs, yet they provide companionship when wanted.
Unfortunately, if you park your car outside, you can expect stuff like that to happen. In so many words, it's not the cat's fault. The cat(s) was just doing what cats do. It could have just as well have happened from a dog putting it's front paws on your car, an opossum, crow, etc.
So don't be mad at the cat(s). Just park your car in the garage. If you don't have a garage, simply move into a place with one. Problem solved. And if a neighbor or other person intentionally allowed their dog to maul my cat (although I don't currently have one), that person may not have a dog the next day (fair is fair).
