You have to use clear coat to get the gloss. As far as removing it maybe some brake cleaner on a microfiber rag and a good wetsand and buff.
That is some good paint but it needs to be applied in thin coats about 3 min apart.

my red paint started coming off of my tail lights about a month after i painted it, so i ended up painting mine from the inside where the bulbs go through. only problem is if you spray too much and the wet paint builds up, it could leak into the outer layer where the clear plastic is.
i thought the red paint on the outside was glossy enough without a clear coat, etc., but it's probably a good thing to do.

If you need to remove the paint, I would go the sandpaper route.
Start low grit (2-400) and work your way (400, 800, 1200, etc) all the way to 2000 grit, wet sanding the whole way. You can get a variety pack of auto sandpaper at your local auto parts store, which will be perfect.
You have to follow up with rubbing and polishing compounds, and good ones at that, but you can completely restore the lens to its original condition.
As for the tail spray clear coating, I have had good results with Krylon Triple Thick Ultra Gloss Clear. It goes on super glossy and super thick, making it spruce up and keep the color of the tint job much better than the run-of-the-mill clear coat. Because it goes on so thick, you need to ket it set 24-48 hours before handling it to prevent fingerprinting the heck out of it, but the results are very good. Check out my sig.
