HELP with side mirrors!

I just bought a 92 sc400 and the side view mirrors are really messed up. they are not locked down and swing back and forth, maybe im missing a pin? or maybe it has to be tighten down, i have no clue. anyone?

i was just messing with it and i THINK im missing a rubber insert. i unscrewed everything but it seems the problem is external
