I've had my 240SX's ebrake give out, but it's a totally different setup than the Lexus. Uhm...have you ever checked the shoes inside the rear rotors for pad material left? Was it loose before this happened? Or random failure? I'd check your cables for breakage or something...

theres a thread somewhere that describes how to tighten the ebrake cable.
had the same problem in my 300 - thought it was the shoes. turns out they were fine and the cable just needed to be tightened a lot.
now 3 clicks up on the ebrake and the car's not moving an inch

it could be also your drum brake shoe. you can also adjust that. drum brake shoe are not self adjustable like disc brakes are. you need to turn that gear thingy inside to adjust it. it should be behind the hub covered with a rubber piece. take that out use your flat screw driver to turn it you will feel the click. from what i learned from school teacher he told me to turn the gear and see if you can turn the wheel (just one light turn) and the wheel should spin one time and stop that should be good sorry kinda confusing without pictures...

make sure your ebrake is down
take off the ebrake cover (velcro) and you should locate the 10mm adjusting nuts and the ebrake cable.
the first nut tightens the cable and the second one is a retainer nut that ensures the first one will stay in place
since its pretty deep in there and a tight squeeze, go with an extension and a magnetic bit if you have one. (dont want to drop the nut down there)
i tightened mine so that it only takes a couple clicks to fully engage.

I replaced just my rear rotors and pads, but i didnt replace the shoes and the hand brake got TOO TIGHT. I had to adjust the drum and bring them in a little. Now 3 clicks up it holds on any hill. Id definatly check the shoes and the rotor. R1 concepts sells rotors cheap and they are real nice. I got both front and rear rotors, front and rear pads for 210 shipped....awesome quality!

did the wire adjustment, just turned the top one and it tightened.. its in a really bad spot.... ill mess with it more then ill set the drums too. the damage is 1300 that doesnt include repaint, taillight or bumper...
FYI: im currently looking for 1992-1994 tail lights, and bumper... thanks everyone for all ur help and tips! this just sucks, but its not horribly bad 2 days of work and it will be good as new glad no one got hurt or run over.
