Default tail light problem

i upgraded to 97 tails on my 94 about 6 months ago

and i noticed that on or my running lights on both sides were burn out.

on one side its the far corner and the other side its the one on the inside closest to the reverse light.

i pull out one side to check if it was a burnt bulb, but the bulb wasn't burnt out. so i exchanged the two bulbs on top to see if the same thing would happen, but they both wouldn't come on now, so i switched it back, and they both didnt come on again... i cant figure this out?
