Default sunroof leak?

i have done some searching on various leaks but most have to do with leaking in the rear seats. i am in the process of restoring my SC, so my rear seat and passenger seat have been removed. the headliner is still in, but no door panels. a few weeks ago during some heavy rain i noticed some water in the rear passenger seat, but not on the floorboard. today as i was driving home it rained 3 inches in about 2 hours. the water started coming in on the headliner corners and through the sunroof controls/map lights. could my sunroof be leaking or does it seem more likely that the drains are clogged? any input or advice is greatly appreciated. thanks guys.
