instead of getting an expensive oem lip for my 95, i've decided to go with the following option:
http://www.xcarbonfiber.com/Lexus-SC...365/index.html
does anyone currently have a Vis front bumper? should i go ahead with the side skirts as well? does it look tacky w/o the side skirts? also, what price range should i expect to pay for a bodyshop to paint and install a bumper? the lowest price so far quoted to me is $300.

It will look weird without the sideskirts. The problem with the VIS kit is you will spend a fair bit of money on prep work for it to fit well. This picture is from the aero fitment thread and you can see the issues in the bumper/hood and bumper/fender gaps. Also, the cars pictured on that site appear to have authentic JIC and Bomex aero fitted to them, not VIS parts.

If I were you I'd stick with the OEM lip or look at another bumper.

I know plenty dont condone knockoffs, but if you're seriously considering a vertex "style" kit Id go for Version Select over VIS. No first hand experience, but at least they have the grille in the correct spot.
