Missing seat bolt - pic

Missing seat bolt - pic - *now includes fix*
The rear left bolt on the seat bracket on the driver side is missing. I don't mean the actual rail bolt that mounts to the frame, but the bolt that supports the seat. It's unfortunate that it's been missing so long as the plastic moulding is ripped to shreds.
I took this picture to help identify. Does anyone know what size bolt it is?
Thank you,

What a journey.
Turns out the bolt is a 12mm flange bolt, not 14. I went into the hardware store trying to match standard metric bolts to my metric wrench. The store employees were confused for a while until one figured out that flange bolts have a different size head. I started doubting myself until we figured it out!!
The factory nut is on the bottom, that's why I couldn't fit any sockets on it. The strange thing is that the nut is thin and is a hexagon with long sides and short corners. The bolt comes in from the top. This would have been very easy if it was the passenger side. The driver side is built a little different and leaves HARDLY ANY room to get a wrench in. I had to buy one of those wrenches that has a circular ratchet on one side and tightened it one 'click' at a time. O..M..G. The factory side also has a washer under the bolt, but there's no way I could get it in there. I was turning the bolt head trying to drive it in with the very tip of my finger. So frustrating because it kept falling down and rolling to the back. It's hard to explain. Maybe these pictures will help. You'll also need to unscrew the inside plastic cover and push it away while you do this. I can't figure out how to take the whole thing off. The question that I have is how the he* this bolt came loose and out in the first place. Very weird.
98SC400BLK - If you want to fix yours, this is what you'll need.
-12mm ratchet/wrench and a socket to tighten the nut.
-Metric hex nut pitch 1.25
-Metric hex flange bolt M8x20 Pitch 1.25
