Blitz wheel repair

I sent one of my rear Blitz z2 wheels to Wheels America in Dallas to get repaired. It has a bend in the outside lip where it made contact with a curb. You cannot feel the bend while driving and the wheel does not leak. They told me that it is non repairable due to some "plastic" coating on the lip of the wheel that will break if they try to bend it out. What on earth are they talking about? If it has such a coating would the bend not have broken it? These are just off the shelf Blitz wheels with nothing special done to them.

I am guessing the rim has polish lip? If it does usually polish lip rims have a sort of clear coat or coating on the lip compared to regular chrome rims. Maybe they are talking about the clear coat or coating that blitz put on the lip. Usually a typical wheel repair shop doesn't repair polish lip rims. The same thing happened to my brother a while back.

They have already fixed one of my wheels which really make me wonder. The guy on the phone said it had a plastic coating on the lip of the wheel that would crack if they bent the wheel back into shape. Would the same "plastic" coating not crack when it was gashed by the curb?
The previous wheel that they fixed had a polished lip and they re-polished it. Strangely this is the second wheel that I have sent them that they have sent back saying it is not repairable.
