Default What year did they put a chip in the key for the sc400?

Hey guys. Another question. I'm having trouble getting my 95 sc400 to fire. I have been told by the repo guy I bought the car from that since the key I have is a re-cut (not original Lexus key), it needs to be programmed with the chip/dongle. Not remote start or whatever, but the security chip. Then, I talked with another guy who flips Lexus parts and he called his programmer and said they didn't start doing this until 1996. So, anybody know? FYI, the car does turn over, just won't start. Also, the lock pin solenoid in the ignition will not release the key unless I unhook the battery cable. Any info would be helpful.
