As i have mentioned before this is my first JDM.

With that being said....

1. I am thinking about replacing the hydraulic fan with an electric, any advise?

2. The dam cigarette lighter just will not work, none of the fuses are blown but the wiring underneath was all ripped up, I am no electrical guru, i was a body and interior repair specialist, so could anyone help, post a pic of what wires go where?

3. There is a noise coming from what sounds like the dash, it is completely random so i cant find it. it sounds like a water pump. I thought it was power steering but there is no pull on the wheel. ** when i rev the engine slightly (just a tap) it stops... I know this is a sign of something going bad, any help?

Bro, what can you possibly mean by

"it's my first JDM"

JDM what? Engine? Car? part?

And I highly doubt you can hear a water pump from your dash. haha.
Check for any loose connections around the firewall or inside/near the dash.

My other imported car was a 944s2 so this is the second import but first JDM Car. I wish i could post a vid or something but i cant catch the noise. It has brought about six grease monkeys to scratchin their heads.
