As far as I know you are correct sir. I'm pretty sure the sub harness from L-tuned allows you to connect it properly from the SC to another type of Lexus wheel.

I have the harness, but I don't have the actual wire that connects to the air bag. The harness wire clips into a thin wire harness that is usually attached to airbag originally. I picked apart my old SC300 pillow case airbag but it seems that the standard wire is either soldered or attached inside the bag casing. it doesn't "pop off" like some of the newer ones. I've been driving around with a non working air bag for months. Some people have mentioned just tapping the wires generically but I like to do things correct. If anyone knows where to get an actual single stage wire that comes from the airbag, let me know.

Default Wheel interchange.

Fact: If you have a 99sc300 you purchase a 2001 rx300 wheel and airbag, its 100% plug and play, no harness needed and the cruise control works great.
