The only TRUE bright lights out there is REAL HID. Trust me, PIAA's best bulb, even overwattage, will be dimmer than a set of real HID's...

I do shop around, that is why I'm not foolish enough to use PIAA bulbs . Anyway, I got that price ($150) from someone in the GS forum who was looking at the PIAA Super Dooper Ultra Xtreme Platinum White Xtra Turbo 2000 bulbs or whatever. Such silly names for such silly products...

The extreme whites are the brightest and whitest @ 4000k

Perhaps I need to rent some PIAA Xtreme White Plus bulbs again and compare them to you all with photos. They are not brighter than Silverstars. Trust me, I bought both and had the choice to keep the better of the two. I chose the Silverstars because they were the same brightness, longer lasting, and much cheaper.
I'm assuming you drew that quote from PIAA's website. The TRUTH is that halogens have less than half the intensity of an HID. I'd hardly consider that "approaching the intensity". And the color is non-existant when you consider that they are trying to sell you on blue/purple flicker, which you won't achieve.
(BTW, 4000K and 3800K are not measures of brightness.)

Right now, I've only got the factory Koito HB4 (9006) lightbulb, and I was wondering if I would be able to change it to a HB3 globe (9005)? Does anyone know if this is legal or not?

Hella only makes ballasts and optics. If someone told you the bulbs were made by Hella, they lied to you. If they lied to you, they probably sold you generic Korean bulbs. You asked how they compare, well, Philips are quite simply the HID bulbs around.

It's technically not legal, but not one person in the world can tell that you're using 9005 in a 9006 from looking at it, not to mention I don't think one cop in the world knows the difference between the two if you told him. If you do get caught, which is a slimmer chance than winning the lottery and getting hit by lightening in the same day, it's only a $15 ticket over here. No big deal.
