You my friend need 98+sc+Vvti+intake+free flowing exhaust and you are good to go, he might even blow his turbo running 20psi trying to keep up.
There is a big difference in power between the 98- and98+ sc's

Only way to beat that GTI is boost, NA mods like tq. converter, diff, headers, intake won't do anything. SC's are slow stock, FI is the way to go, NA mods make them sound nice but they don't really have any chances against factory FI cars.

you want to keep up or beat something that light weight and weight to power ratio you have to play the same game. Start off by swapping your transmission w58/r154/v160-1/t-5/t-56 etc.
Change your rear end gears to something taller. maybe 4.08 or 4.27.
Carbon Fiber Hood/Doors/Trunk
Lexan Acrylic windshield, side glasses
light weight exhaust system
light weight wheels
custom fenderwell intake
remove all the unecessary things u dont need if you building it just to be a street racer. Like power steering, a/c, all the covers, etc.
light wheels
racing fuel cams etc.
Depending on how deep your pockets, you can build a 92 to smoke that GTI O(^_^)O
Aussies are making 400-500 on N/A v8 non-vvt-i and vv-ti
Good Luck on your build!
