Default Anyone have experience with this?

Just got the car 92 sc300 5 spd. None of the interior lights are working same with the tilt, cruise, etc. Everything included on fuse #20 10 amp fuse. Anyway the fuse is fine, getting power. After that I have no idea, read somewhere it may be the integration relay. Problem is I have no idea how to gt to it. Got as far as the bottom two bolt on the kick panel fuse block. Any ideas figured I'd check that relay but that seems to be a task in itself. Would there be anything else to cause this?

I took the intagration relay out on my 97 sc300 because I had traced the problems with my headlight to there. It was a PITA to take out and put in. I checked when I had it out and didn't see any problem with it internaly so I put it back in. To remove it I just disconected all the plugs going to the junction block and the bolts holding it in. There are also plugs behind it and that's where the integration relay is. Not to hard just time consuming.
