If all you're going for is lip, a wider wheel is not necessarily going to net you more lip, it depends on the offset. You can achieve the same effect with wheels that are less wide but with a lower offset over a wide wheel.
In the end you will have the same lip width on a 10" versus a 13", etc... All of the rest of the width will go into backspacing.

trust me i am not going be runing 19 , i have seen that alot of people been runing 18s and the size wasnt 19x 12 it was 19 x 10 -24 and 19x10 -14 which would be the lowest , i can go wit out doing body mods

i.e. CCW Classics (18 x 11 Supra/SC fitment) ~ 2 inches of lip
i.e. CCW LM5 (18 x 11 Supra/SC fitment) ~ 2.5 inches of lip
Don't quote me on the CCW specs, those are just the numbers I got from a rep regarding BBK fitment.
Any wheels 10 inch and wider with negative offsets is going to require body work to fit with a decent amount of rubber. You will be required to run stretched tires to fit those on a stock body.

General rule of thumb, the lower the offset, the more lip you'll get. However, there's is no "this offset on an (18 x "x") wheel will net you "x" much of lip." It comes down to the manufacturer and their center and spoke design. It's going to vary.
