I went to a shop and they told me i need an older motor (obd1) to boost it and my 98 engine is obd2 and it would be hard to do or it can't be done.

Go to another shop. They obviously don't know what they are talking about. Obd1 or 2 does not make a difference in whether you can boost a car or not.
The only challenge is emissions, but again, even that, I wouldn't consider an issue.

Both can be boosted, I think what the shop was trying to say is that since your SC is a 98, then VVT-I would be a little more difficult for tuning than a Non VVT-I, so that's why they're trying to stare you away from it. They probably don't have any experience or they're not confident in tuning them.
Also, a 97 SC is also OBII but is Non VVT-I and the 98-00 motors are VVT-I..

I agree that I would not boost an OBDII car with a piggyback. Too much headache trying to tune it. If you can go standalone and not worry about emissions or CELs, then sure, go for it.
Trying to tune an OBDII car with a piggyback is VERY difficult if not impossible to do with LONG TERM, PREDICTABLE results.

OBDII is harder, but all depends on your tuner...
AEM FIC I heard works great to avoid CELs. I would go standalone and skip the troubles.

I went from OBDII car to a OBD1 car because I didnt wanna deal with it, if that gives you a idea of how much of a pain it can get =P

the vvti block is also weaker than a non-vvti ge block. this will lower the max hp you can safely put down, but the good news is that it is plenty enough still to have a mean street car. you need to head over to the is300 forums and you will find all the info probably in a sticky or something.
you can always disable or delete the vvti and run a standalone.
for emissions you would have to run the stock ecu or something odb2.

Its mostly tuning issues that some shops have difficulty with. If you arent looking for uber power, then the weaker rods arent a huge issue. Id check out either the IS forums or GS forums. I know one member on the GS forums is developing a pretty much bolt on kit complete with a pre-tuned AEM FIC for the GS. I know they arent the same, but probably worth a quick look.
