Power cutting out

Hey guys,
Problem: The power cuts out while driving for a less than a second. The cut out is long enough to cancel the cruise control, but not long enough to reset the odometer/clock. All dash and headlights cut out.
Twice, I had an issue of starting the car. I would unlock the doors, dome lights would be on, door open light on the dash is on. But when I put the key in the ignition and turn it, all power cuts off. I popped the hood and fiddled with the battery terminals for a bit, but they are clean and on tight.
I'm guessing it is a battery, alternator, ignition, or grounding issue?
Any thoughts would be appreciated.
Stock 93 Lexus sc300, 93000 miles.
