My plastic tooth gear was missing a few teeth. I just placed a new thicker flat washer behind it to bring out the gear a little more, and now it works like a charm. If this is the same one you are talking about.

NO. I used this for over a year now. The motor only needs to use a couple of teeth to get the steering wheel to go up and down. The hardest part of the install was to remove the old grease and wedge out the old gear to install the correct size washer. Then reapply new grease, and see it works. There is an old write up on here with the report that you are having. If there are about 5-6 broken teeth, then I would just replace it, but NOT if they are scattered throughout the entire gear. JMO
If you look close the gear actually sits to far back for the plastic gear to make really good contact. All you need is about 1/8 thick washer or less to bring it out a little more, then make sure the center of the new washer clears the threads.

I actually placed the washer behind the gear, it worked out better for me. You may have to try both and see.
