Just finished dropping in 1UZ. Won't start. Help Please.

So my buddy picked up a 1992 SC400 with the 1UZ in it. His plans were to pull the motor and drop a 1JZ in it. So we pulled the 1uz and then he lost his job and he lost all interest and sold it for $1500 bucks to another friend of mine. So my friends interested with the car now is to put the motor back in and sell it for profit.
Well after a couple days the motor is in and ready to start. Unfortunately it wouldn't start. All it would do is crank over and backfire and pop out of the exhaust ,which is off the downpipes, every few seconds but would not start up.
So after the bad news we started checking over things and trying to pinpoint whats wrong. Well it's obviously getting fuel as you can smell alot of it and we took out one of the spark plugs and it was drenched in fuel and the top of the piston was as well. So with the spark plug out we figured we'd test spark . So we torched the tip of the spark plug to get the fuel off of it and then grounded it and cranked over to see if it would arc and sure enough NO arc. So we tried the other bank as well and that side wouldn't spark either. We checked the spark plug wires for continuity and sure enough it had some. So that's sorta where we stand and can't figure out why we don't have spark.
Here's a list of what is not hooked up and missing:
-Exhaust is dumped out of the downpipes
-O2 sensors are cut
-Charcoal Canister Missing
-Hydraulic Fan not hooked up
-AC Deleted and pump plug and ground disconnected
-ECU not bracketed in (Just wondering if the ecu needs to be bolted up on it's holding bracket to ground as well?)
- driveshaft not put in yet
-Not sure on some of the vaccum lines and could be in wrong spot but for the most part if we really didnt know we plugged them off.
So that's the jist of where were at and any help and suggestions would be much appreciated.

Stock ECU.
And the ingitor is connected .. Pretty sure it's good. It was never touched and it worked before. But how exactly would i test these Ignitors. Just put a test light on the ground of the ignitor wire and crank it over and see if the test light flickers on and off?

does your ecu have brass colored holes where it bolts to the car, if it does it may actually need that, also double check that you have good motor and body grounds hooked up.

Ok even if the timing was off you would still have spark. So your issue is certainly in the ignition circuit. Make absolutely sure that your coil wire is landed in the right place on the distributor cap. With 2 caps and 2 coils it can be easy to plug in the wrong place. Check your fuses. Highly unlikely that both coils are bad, but a possibility I suppose.

As you probably know coil connects to center connector of each distributor. Make sure your main ignition relay is plugged in, located in the fuse box on drivers side of car.
Procedure for checking coils.
For primary coil with a voltmeter, measure resistance between + and - . Should be between 0.40 and 0.50
For the secondary coil, measure between the + on primary coil and high tension cable terminals. Should be 10.0k - 14.0k.
