Default Question about fog lights, (pics inside)

My ballast blew for my fogs a long time and I finally got around to replacing them with a new set I ordered from DTM tuning. Im curious how our 97+ fogs are supposed to project the lights. My fogs are brand new bought from lexus less than a year ago and never modified except for the HIDs. Currently I have 3000k bulbs in them. I always thought the fogs were supposed to flood the floor in front of the car with light but it seems they do a little of that and light up above my low beam cut off line more than anything. I cant tell if the 5000k are just drowning out the yellow on the bottom or if something is up. The last set of bulbs I had did this too and they are seated properly. If you look at the last pic (lights against the fence) you will also notice something else I think is weird. Notice the two yellow spots how its such a directed beam with sharp cutoffs on top and bottom and the right one is at a different angle than the left. If this how the fogs are supposed to look? I like the yellow look but at one point because of this I had matching 5000k so it would all just kind of 'blend in'.

It looks like you put the bulb in wrong?

Mine never looked like that.

I think there is only 1 screw for adjusting it and that is only to raise and lower the beam, but not to adjust the angle

I thought that might be it but its both sides and theres only one way the bulbs can go in because of the notches.
