Default Is this part supposed to vibrate?

Hi, I noticed today that this part is not stationary and is vibrating when the engine is running. Is that supposed to be so?

Also, where is the radiator cap in a 92 SC400? Is it the cap on the reservoir or the red small cap sticking out of the radiator?

Thanks

That red cap looks like some sort of charging port for the AC refrigerant. I dunno about the vibrating part though...

The red cap is your HIGH PRESSURE line for your A/C.

The first one is the pulley bearing tensioner (something like that.) From what I know it's the one that auto adjusts so that the serpentine belt wouldn't be too tight and wouldn't be to loose. I have the same problem on mine and it's too squeaky when the car's not yet warmed up. And you're supposed to fix it if it makes noise already since it's a bearing.
