check for leaks with your rack. Mine has a small hole and was causing a my powersteering to jerk while i was turning. Now its like a manual steering system. Its common to rip the CV boot looking covers on the racks An SC

Idk what yours is doing but Mine did this exact thing, and I found out the power steering fluid was low. Filled it up and the "shudder" went away in like 30 seconds of driving.

I just had tie rod ends replaced (not on a Lexus) and the power steering now has a shudder at low speeds that did not exist before. Don't know what they did, but the problem definitely did not exist before they did the work on the tie rod ends.

I actually think I found out what this is. I believe it's the idle-up valve on the pump. If you rev your engine to 1500 and turn the wheel to the left it should go away. The PS idle-up valve has a bunch of washer/gaskets in the piston to allow more air in and I assume they rot and dry out. The valve is around $100 17630-16040

Try revving to 1500 and holding then turning see if it doesn't do it.

Is the valve on the pump? I think an entire new pump is around $170 (I just had to get a replacement for mine but have not installed it yet.) If you can spend the extra, might be good just to replace the entire pump at once.
