How does reapplying new clearcoat work?

What is the painter and prepper gonna do about any minor imperfections such as rock chips, scuffs (deeper than the clearcoat), etc? Would a full respray be needed for a car this old that looks like it was a daily driver?

I like the color, 97 conversion, more low, with wheels and it will look great.
