Default Temp gauge not working. Suggestions?

Just looking for ideas/things to check. Obviously something is broken, just not sure what.

So, pretty much like the title says, my temp gauge is stuck on "C" no matter how long I've been driving. Car seems to drive fine, no weird smells or anything. No leaks either. No smoke. The lights come on in my cluster and everything (yes, really) I'm just not sure why my temp gauge isn't getting a reading. Is this a symptom of a faulty water temp sensor? CEL is not on BTW.

For what it's worth, the car in question is a 1992 SC400.

Have you messed around with anything near the ISCV? There's a small plug right at the top which can be missed (underneath the top shroud between the banks, from memory there is a 1UZFE marking on it). On a Soarer it needs to be plugged in order for the temperature gauge to work (not sure how electric-wise different the SC400 is).

I think I see what you're talking about. There seem to be two on my car, one which looks quite loose and the other which is definitely plugged into something. Maybe this afternoon I'll have to take off that plastic shroud and take some pictures to see if this looks right...

Thanks a lot for your input, I appreciate it
