Cali 2013 smog testing to account for final drive ratio, tire sizing, curb weight?

Since talking with the guy who started the thread I originally linked to, he didn't think that minor changes to gear ratios or weight within a couple hundred pounds would make much difference.

He said that it is when you have a car that once weighed 3800lbs that has a stripped interior and other things to bring it down to 3200lbs that it may start to get hairy. Extreme changes in weight or extreme changes in gearing.

We'll know more in 2013.
