its possible it isn't the right year for your car..I know some of them are different..mine goes up all the way but doesn't go down all the way because they are different years.
Bottom of the regulator plastic at the glass base might be catching at the top where the regulator screw is in the middle of the frame at the top as the piece comes up the track. If that second pic is of it at the top, see the discolored thing in the middle of the frame where it seems to be bumping it?

Well upon further close inspection it appears that mine (97) is longer at the base than the pre 97 models which is what I bought to replace mine
Why on earth they are different is beyond me but they for sure are.
