I think it all depends on the condition of both cars. Like how well was the 93 maintained how well was the 97? What condition is the 93 VS 97? Depending on that would help me decide which one as well.
If I have the choice right now I would love the 97 no matter if it was vvti or not. You can always to a manual swap. I love my 93 that I have now but I would go 97 personally no matter if it was auto or not, thats an easier fix than swapping body parts and paying for paint. Anyway just my 2 cents...

I think it would depend on what your goals are for the car. If you plan on doing some serious modding (e.g. motor swap, etc) then maybe the vehicle which will require the least amount of work to get there. If you are just using it for cruising, why not consider a 98+ SC400? They even get slightly better mpg over the 300 on highway.

Mid year change. Have to assume here, not enough info. Regardless however it still stands that a newer SC over an older SC.

1997 model year aka how everyone lists car years is not VVT-i.
I would take the 97 over the 92. The cost to convert the body style is higher than a manual swap.
