Default pass headlight problems

Easter Sunday i bought a super clean 98 sc300, lowered on bc racing coilovers clean leather no rips of any kind. the headlights were HIDS inside the projectors foglights were stock and rl's were stock. the guy that sold it to me said the HIDS had been there since he had it (over 2 years) and were installed by the first owner. the guy i bought it from said when he lowered it he relocated the wiring harness the correct way that it should be done.

long story short when i turn the car on i have to turn the headlights on and off a couple times before the pass side HID will turn on. it flickers everytime i switch the lights on but it'll cut off. i but an extra working ballast on that side that i had laying around and when i turned the lights on the pass side came on and then the driver side went off. so basically to get them both on i have to turn all lights off switch em up to auto and giggle between auto and the on position to get the light on. all other lights function perfectly along with all the other electronics in the car.

think it could be the HID's? should i just go buy a new set? not sure how to diagnose since i havnt gone to buy stock halogen bulbs due to lack of free time..... -.- tried searching the forum so dont flame me for not searching please i did!!!!

with all the issues i have ever had with hid's when that happens its usually a power supply issue. the ballasts arent getting enough power to kick on at first. best person to talk to for that is this guy steve he knows everything bout hid's for all lexuses and could tell you what ull need to do/maybe buy. and his kits are absolutly amazing. I had an issue when the hid would not go on at all, I checked the hid box and found it it was one of the wires not plugged in, it must have disconnected while driving. Try checking your wires.
