If the seller gets offended, I'd take that as a sign from the car gods. I've bought modded cars before, and in my experience- don't buy another's project car. Build your own.
That said, $14k ain't bad for a car in great shape with those mods. But I'm with some of the other posters, in wondering what that rust on the roof is hiding. Remember, the Titanic was sunk by the tip of an iceberg- and it still ruined a lot of people's days.
If you absolutely have to get this exact one, stick between 9500-10500 at the most, and that's an extreme. I'd hate for you to spend $14k and then turn around to find you have to drop another $5-7k to get it right.
It's a cliche, but I waited for mine for a long time. It's not 100% what I wanted, but IMHO 99.8% for a solid car that I love to drive and that takes care of me is worth the 2%. And I don't regret anything.
