Hey Biologist , thanks.

To white out the plates, it's real simple if you have any version of Photoshop.

Select the license plate area that you want to delete>use the "eye dropper" tool to select the color of the license plate>pick the "brush" tool and color in the plate number and letters. To blend the lower blue area on the license plate you can either just smudge it as best as you can or also use the brush tool, select the blue color and fade it into the white center area.

Or, if you wanna have some fun with it, just make your own license plate and copy paste it over your existing one in the pic to throw people off:
