Look at your rear plate then, look up where the lens are there 2 screws on each lens. Remove both screws to get to rear plate light bulb. I'd this is what you are asking.

I dont see how to remove the cover without removing the rear bumper, the lens cover seems to be one big piece.
Are you talking about removing the license plate light HOUSING? If so, then yes, there is a way to do it. I've done it before. It has to be done with one hand and there is a bit of manipulating to do but it is possible. (Yes, I am still talking about the license plate housing, lol)
It might be different since you have the shine kit, but just as the photo's show, there are two plastic covers that you unscrew. You simply remove the bulb and apply a new one. If you have LED's, just make sure the polarity is correct. Make sure to do a little shake test since some LED's are made smaller. I like to overlay the connections with aluminum foil to give it some extra thickness so it doesn't shake loose or flicker when hitting bumps.
