OK, thanks for all your help CL.
I might leave it how it is.
This happened to my Ford Explorer. I spray painted it the green it was supposed to be, but since the paint was 20 years old on the car, the new stuff looked like a lighter green.

the stuff above the door is clear coat rot the only way to fix it would be to sand the entire car down do the proper body work and prep it for a new shoot of paint...

theres no amount of rubbing and buffing now that will sav e the current clear coat and clearing over it will just make it look even more like $417

I agree, sell it leave it how it is. Don't try a halfway fix. If you try and fix it and it doesn't come out good, buyers may think you are trying to hide something. If you want it to look good plan on a respray.
