Default Illumination acting funny

So tonight I put in a new tvin my 93 Sc300. I went from the Alpine IVA-W203 to the Pioneer AppRadio2... After installing the tv I noticed that my Defi BF gauges were on and working with no illumination. I pocked around and couldn't find a reason why it wouldn't. While driving home I noticed that the lights in my instrument cluster were on and slightly dem but when I turned the headlights off they didn't get brighter like they always used to... I pocked around the forum and read that it my be my "panel" fuse.. I checked it and it looked brand new almost.... Does anyone know how to fix my issue of illumination?

To my knowledge its the panel fuse. Sometimes they look good but they actually arent, either test it with a dmm or try a 15amp fuse instead of 7.5amp see what happens.
