So i brought this panel because its in better condition then the one i currently have on now, but this is the only small problem i have. It looks like its rust but im not sure. What should i do to patch this up? Does it need to be bondoed up and painted or can i do something else? please help.

Sand it down so there's no rust, use a plier to get the minor bend out, primer the expose metal, paint it, clear it, done.
