If you are talking about the side skirts they retail around 235$ each and they do not come pre painted. When I put them on my 95 they do go over the black fender trim on the inside of the fender wells.

I'm talking about the trim mold that goes on the bottom of the doors...that thin little strip...
When I went to the dealership to get that part for my SC, they told me that they're pre-painted...
