Default Carwash and E-brake

After carwash I had my car parked for about 2 hours with E-bake on. I come out of house start the car, release the e-brake and put the gear in reverse. The car won't move at all. So I step on the gas and hear this sound as if a small rock hit the under carriage. THis has happened before but no problem afterwords. But this time, there's something wrong with my e-brake. There's no tension on my e-brake. It's completely loose. even if I pull it all the way up... no braking...
What's up...
I know this is due to water freezing up some part of the car... but what could be the exact cause?
Is it safe to be driving around?

Thanks, kmn5.

Problem solved by itself... I guess a little bit of sun warmed things up and melted the frozen parts...
I check just a minute ago, and now the e-brake works...
hew.... no need for a visit to lexus dealer.
