Default speedo problems

92 sc300. w58 transmission. jdm 2jz-ge motor

My speedo only reads up to about 25 mph. When i'm doing around 30mpg it says i'm doing about 10 mph. On the highway keeping up with traffic it stops at about 25mph. It climbs and falls with acceleration and deceleration.

I just got done putting in a new speed sensor and it didn't fix my problem. Whats my next step? Take apart the cluster and see if there's something around with the needle? replace the cluster?

I would readjust the needle first. In other words, remove the cluster, take off plastic cover on front and ever so gently pull up on the needle and reposition it. If this doesn't work, then the motor itself maybe bad. I have an extra motor I think. Does the needle move freely all the way over to the right or buried at 160 mph ad come back freely and on its own?

no doesn't go all the way up, just goes to about 25mph and thats as far as it will move to, then it'll settle back down. I'm pulling the cluster today and will have a better idea of whats going on
