AT Sc400 fuel pump bypass?
Just wondering if this mod is the same one performed on 400's to get rid of that around town sluggish response??

Sluggishness is likely the nature of the transmission (look at the 4th solenoid bypass mod) along with vacuum leaks or TPS adjustment.
When you eliminate those issues, the car really comes alive. I was stopped at a light today and a truck rolled up at full speed (30 mph zone) in the other lane, thinking he could get the jump on me before the lanes merge a block later. I gave it at most half throttle and held him off easily, much to his apparent surprise. The SC400 can get moving plenty quick when everything is working right.
